Angeli was poverty stricken throughout most of his childhood, largely due to the destructive aftermath of WWII in his home city of San Lorenzo. So, it should come as no surprise that the artist would possess resentment towards the practice of capitalism in other parts of the world as expressed using the American bald eagle. Notice also, that the surrounding stars (taken from the half-dollar) are on a black backdrop representing the vast emptiness of individual profit.
